Conversation for action is a peer-to-peer protocol. It is a protocol because it has an expected "message exchange" pattern and clear expectations at each state. If you want something from, or want to do something with, a peer, your peer expects you to request (not demand or command) it. You expect your peer to respond, but sometimes you do not get a response. Your peer might respond with a different idea. This exchange of ideas might go on for awhile. Maybe you eventually reach agreement. Then you both expect the agreed-upon actions to commence. Etc. In face-to-face conversations, it is probably not as stilted as the state diagram...
